The MANIA pre-sale lottery has been open since 2/17. They tweeted that it's
closing tonight at midnight Japan time. And yes, the first tickets for the public will be made available from 3/1 with their official homepage pre-sale lottery.
About tickets, there are basically 2 options (I've done both myself):
1) Try for tickets through one of the pre-sale lotteries
2) Get them from Yahoo! Auctions/ticket reselling sites when sellers start receiving their tickets (which is probably going to be May/early June at the earliest)
It just depends on your preference and budget, honestly.
We don't yet know how entry will work, but they just
recently announced that there will be two different gate times.
Presumably, the 'better' tickets with an earlier door time will possibly be from MANIA (and/or CLUB SCANDAL, even) and will give ticket holders preference into the venue.
If you'd like to try for MANIA ones, you'd have to wait until May/June until they start popping up on YJA and the like, but be prepared to spend
at least triple/quadruple/quintuple+ the price of face value tickets on tickets alone--not to mention shopping service fees, which get higher the more expensive the tickets are.
If you'd like to try for the public pre-sales, you'd have to have a shopping service enter you. Tickets are technically not guaranteed, though, because it is a lottery. But if you do get them, at least you'd only be paying face value for the tickets, plus applicable shopping service fees.
