So I want to send a PM, but when I try to I get a message that says:

"You haven't reached the post limit for sending private messages."

What exactly does that mean? What is the post limit?

It means what it means
For exemple, you have to reached 50 posts before to get access of media section of SH. I don't know what is the reached level but as you only do 5 posts, is not enough for you to send PM for the moment
I think something like 10 or 15 posts is required to send PM
