I believe all of the dates and countries are listed in their correct and chronological order on the tour page as of right now. Europe→Singapore→Taiwan→US→Mexico→Hong Kong. I don't see why they would have any dates/countries out of order if that's not the schedule they're sticking to. I suppose it could be possible that the reason why they still haven't announced the North American dates yet is because they're also thinking of logistics and might push them back until June, but, for right now, I think the schedule is correct as it is.
And although it is odd that they would be crisscrossing all over the place, it's not unheard of for artists to do things like that. When Perfume did their world tour last month, they went to LA→London→New York. I'm not sure why they did so when it obviously would have made more sense for them to have gone to NY after LA, but that isn't what they did.
