I don't think there is a "no boyfriend" contract... they're just too busy to get one, besides they did, they would keep that relationship to themselves. The rule is only for idols, SCANDAL was and is signed to Sony as a band.

Personally I'd asked them, how do you maintain so much enthusiasm towards what you do, everyday.

bleachnlife is quite right, only Japanese idols have to sign a 'no boyfriends' contract.
Idols are also not allowed to drink, smoke or swear and I know SCANDAL enjoy a
drink now and then which proves they are not idols.

I would want to interview Tomomi as I admire her as a bass player and a person, I would
also ask for a quick hug if nobody is looking...

The Forum has many “What if . . .” topics . Some of them looks quite unreal (like “What if one of SCANDAL  members became your sister or/and confessed to you?”) , other are a little bit more possible . Actually , I like “impossible” topics because I think that , for better understanding of features of your own mind , it’s sometimes useful to put yourself in a states or situations that are almost or completely impossible . But this time I would like to suggest an idea that is not so impossible (although the possibility is extremely low) .
So , imagine that you are lucky enough to visit SCANDAL conference (for example , it’s a part of VIP ticket or something like this) . Even more , you are allowed to ask one question ! Accounting that it would probably be the only possibility in your life , the question is : which member will you choose and what the question will be ?
I will start from myself . I will predictably choose Mami-san as my favourite SCANDAL member . My question would sound like this : “We all know that SCANDAL is a part of “Loups=Garous” anime project . So what does it feels like to be humans and anime heroes at the same time and what are similarities and differences between world of humans and world of anime ?”
That’s , actually , two questions in one , but as they’re closely connected to each other , I think that it’s ok to formulate question in this way .

The second idea that I had was to ask Mami-san to tell her other favourite animes except Bleach . But in the end I decided to stay at my current version as it’s more important for me .
