I can't figure out how to buy their stuff.

I've gotten things from the international store (https://www.official-store.jp/scandal-intl/) before, but it's been a while since it's had any merch. Are there any plans to open it back up?

Otherwise, Rooftop does not seem to ship internationally, although I could be missing something entirely. What is the best way to buy their T-shirts in the USA? Is there a recommended list of shippers? How much does it cost? (I mean, I will pay whatever it takes to get Scandal music and merch, price is not an object, but economy still is.)

I know this is a lot of questions, and probably most have been answered before, but enquiring minds want to know. Help me give them more money.

I'm afraid the international store is no longer being used, I previously asked Team Scandal if they were going to create a new international store, at the moment they do not have any plans. So you will have to use the Japan stores and use proxy buying services.

I bought several times from SCANDAL official store using proxy shopping from the CDJAPAN website,

You add a link to the product and if it is available, they can buy it for you. It was the extra cost, but it suited me.
