True, for a franchise of that caliber they could've just released it for the PS3 with detailed graphics, and being able to integrate more content; although the bright side is its portability, the multiplayer gameplay is superb along with the fact that you can play with anyone anywhere.
I think Kojima purposely made it for the PSP to cater to the growing population of handheld gamers. At least Rising's coming to the PS3, 360, and PC .clap.

They were able to get Master Miller's VA right, although they didn't formally explain where's campbell .hmmm. (I do know he eventually commanded foxhound but at least fill in some void between portable ops and peace walker XD)
